Why is it hard to lose belly fat?

I am trying to lose my big belly, but I find it very hard to get rid of those stubborn belly fat. I do everything I could, I do my best to eat healthy foods, eat less, and I also go jogging for roughly 45 minutes every single day, half an hour weight training every other day. But I have not seen any change on my belly yet, what am i doing wrong? Why is it so hard to lose the belly fat?

    Most people gain fat because of eating too much and too little exercising, but there are other factors that may cause weight gain too, such as genetics, psychiatric illness. If you think you doing everything right, and cannot lose belly fat, consult your doc or a professional.
