What are the top exercises to slim down legs?

I need exercises to slim down my legs quickly. I have lean upper body but fat legs, all fat goes to my legs, and most on upper thighs. So I want some exercising tips to slim my legs, especially thigh area. Does anyone know a good exercise that i can do to lose the fat on my legs? And is there any other tips to slim legs without exercising?
