How to slim down legs?

I have small upper body but big legs, not muscle but cellulite, how to slim dowm my legs? I want to shape my legs without gaining much muscle, I don’t want muscular legs. Any actural way to help me get rid of cellulite on legs and make them toned but not muscular? What do you think is best cardio for me to do? Thanks in advance.

    Brisk walking can help you burn fat without gaining muscle. If you eat less food together, you will get result faster.
